The Illinois State Black Chamber of Commerce’s (ILBCC) mission is to aid in the success of minority businesses and encourage sustainability by developing a plan of action to increase their competitive ability and capacity. For more than fifteen years, they have operated at the highest levels in both public and private sectors to help create sustainable opportunities for minority owned businesses.

Calvin Williams, President of CCSI supports the ILBCC in their mission and serves as the Contracting and Construction Committee Chairman. CCSI is contracted with the ILBCC to offer small business development through the Tollway Technical Assistance Program (TTAP). This program is focused on helping the small businesses build their internal capabilities, financial capacity, and to increase contractor diversity that can lead to larger project opportunities for them within the Illinois Tollway system.
